These bits indicates the priority weight as follows:
000 - One packet is transmitted from the high priority
queue, and one packet is transmitted from the low
priority queue.
001 - 2 from the high queue, 1 from the low
010 - 4 from the high queue, 1 from the low
011 - 6 from the high queue, 1 from the low
100 - 8 from the high queue, 1 from the low
101 - 10 from the high queue, 1 from the low
110 - 12 from the high queue, 1 from the low
111 - All packets from the high queue.
