It is used to specify whether auto negotiation is used or not when a link is
established. When a PHY chip to be used does not have the auto negotiation
function or when the counterpart of the link does not support the auto
negotiation function, 1 is set so that link conditions are set by MLINK bit.
0: Uses the auto negotiation function of PHY.
1: Does not use the auto negotiation function of PHY.
